The impacts of ICT on the knowledge society have implied significant changes regarding form and content. Also in school and in the teacher's job itself. The incorporation of ICT into education has become a process that goes far beyond the technological tools that make up the educational environment. ICTs have managed to become educational instruments, capable of improving the educational quality of the student, revolutionizing the way in which information is obtained, managed and interpreted.
The achievement of integrating ICT in education depends largely on the teacher's ability to structure the learning environment (Unesco, 2008); There is much talk about taking the “leap” and “breaking” traditional schemes with learning based on cooperation and teamwork. However, the use and involvement of ICT in education has not yet been understood as a tool through which significant learning can be generated. Frequent errors in school reduce ICT to that tool that allows access and transmission of information, an error that continues to encompass traditional education. (Mestres, 2008)
The OER movement is an initiative that emerged in 2002 at the First World Forum on "Open Access Educational Resources", organized by UNESCO, in which the expression "Open Access Educational Resources" was adopted, later known as "Open Educational Resources". UNESCO maintains that universal access to high-quality education is essential for the construction of peace, the sustainable development of society and the economy, and intercultural dialogue. Open access educational resources provide a strategic opportunity to improve the quality of education and to facilitate policy dialogue, knowledge sharing and capacity building.
“Open Educational Resources (OER), also known in English as "Open Educational Resources" (OER), are educational documents, materials and content offered freely and openly so that anyone can use them to teach, learn or research.” (https://guiasbuh.uhu.es/RecursosEducativosAbiertos)
